Winter Storm Transportation

That Council adopted the following policy for the provision of Snow Plowing by the Public Works Department for all Arterial, Collector and Local Roads within the City of Welland.

Roads shall be plowed for the full width as required by prevailing conditions to control accumulated snow and/or ice conditions on the travelled surface of the roadways for the maintenance of road safety and minimization of road hazards.

LEVEL OF SERVICE

COLLECTOR AND ARTERIAL ROADS:

The Collector and Arterial roads are designated as Class I with an average daily traffic volume greater than 1500 vehicles and Class 2 with an average daily traffic volume from 500 to 1500 vehicles which includes the local transit routes.

The centre of road shall be maintained AS BARE AS POSSIBLE to a width of 2 to 2.5 metres. The frequency of plowing, when required shall be based on ambient conditions and traffic movement and shall not exceed 7 hours. Plowing operations shall be carried out during normal shift working hours and outside of normal working hours as required.

LOCAL ROADS:

Local roads are designated as Class 3 with an average daily traffic volume of less than 500 vehicles.

Plowing operations shall be carried out when fresh snow conditions and accumulation impedes the movement of traffic and subsequent to the plowing of the collector and arterial roads. The frequency of plowing, when required, shall be based on ambient and forecasted snow conditions, accumulation, intensity, duration and period of storm events, and shall continue as long as traffic movement is impeded outside of normal working hours limited to sixteen hour working shifts. Interim periods between shifts to be supplemented by utilization of all trained staff.
